Hongkong South Development Scheme,
In reply to your letter of the 28th.ultime in C.S.0. 1988/13 (received today) we beg to inform you that the preliminary survey was completed by Messrs. Denison, Ram & Gibbs at the end of July and forwarded to England.
We are advised that the pending War and the consequent cell upon the services of all engineering compani- - for the supply of munitions renders it impracticable to obtain a reasonable tender for the construction of the pro- -posed tramway at the present time.
There is also a prohibition in force which prevents the issue of new capital for enterprises during the War.
We trust therefore that this scheme may be
allowed to remin in abeyance for the present.
